Almost no one gets arrested for failing a background check. That's part of the problem. The jerk down in Florida was a known threat, known to local law enforcement and the FBI.
Agreed, until you brought up the shootings; no individual has the ability to do harm to humans as a Government does. Case in point, Tinainenman Square, Pol Pot's Killing Fields, the Taltelolco Massacre, Maduro's Venezuela today. Agree. I think the Chinese govt. is going to come down hard soon, just like they did on Tienanmen Square. The Global Times has been shifting how they cover the events from 'disloyal workers' to 'rioters' to 'thugs' and now they're claiming they are terrorists. This latest uptick in the rhetoric coincides with what is being described as the government ramping up for a military action. As with the events of 1989, protesters are claiming that the government is infiltrating the protesters with "radicals" who aren't local or who aren't taking part in the peaceful stuff. Will it be a repeat?

Probably going to need more than combat rifles against a modern military if you want to violently revolt against a government. Its not like you can stop a tank or AV with rifles and cavalry because just about any modern country can field them endlessly.
