The question as to why we have these labs is complex. But the question as to why we have them in the middle of 10M person cities where the workers are going directly from the lab to the subway IS NOT COMPLEX. And if it weren't for the culprits' propaganda, we would have had the 9/11 type shift in security regarding these places. All of those responsible have done humanity a great disservice.
