No decent, professional tattooist (which is most of them, though sadly not all of them) will tattoo anyone thy remotely suspect to be under the influence of alcohol or drugs.
The key question is really whether the mere existence of a particular tattoo would in any way impair their ability to perform the job role in question. There is obviously a big difference between someone who hasn't bothered to brush their hair on the morning of a job interview and someone who has chosen to have a tattoo - the latter is a particular personal choice, not a sign of being too uncaring or lazy to appropriately prepare for a potential work situation. Appearing in a way that someone else happens to not like is not the same as being dirty.
Though I've never been in one, from what I can tell the "professionals" that do it around here would have no problem with putting a tat on a stoned client.
Agreed. I've never heard of a tattooist who gives drug and alcohol tests to customers. They're worried more about liability than ethics. Signing a waiver is the best way to do that. Someone who is falling down drunk or stoned could become a liability so I can see why they'd avoid someone in that condition, but simply drunk or stoned? A waiver is all they need to make a sale. I know a guy who got drunk and woke up with a tattoo of Bam-Bam rubble with angels wings on his butt. I can't believe he jokes about it. I would take that secret to the grave.
I honestly believe you. How many people who are decent will cross the line in order to pay the bills, even if it breaks the law?
There have been many times that I'll look at a woman, I look at the face and eyes first, and say, "she's pretty". Then see that she's got tattoos on her neck and arms I get a little repulsed. I'm not against tattoos. That's a persons own business. I don't care for them and I certainly don't see them as an attempt to be individualistic. I see them as following the crowd. I've also noticed that most women that have visiable tattoos are grossly overweight. That isn't a scientific poll. It's just an observation.
Some will, of course, but many will not - they realise that in a business like tattooing reputation is EVERYTHING for the long term viability of making their living.
I'm sorry I haven't been around in a while, but the answer is yes. I understand that the burden of rejecting one's culture as a pubescent child would be quite heavy, but the only "fair" alternative would be to require that companies do not discriminate against employees based on their choice of body modification. I think a company has the right to hire someone with tattoos on their face, but they should not be required to do so. If I was a business owner, I wouldn't hire someone with tattoos all over their face (at least not in a position where they'd have to meet customers face-to-face) whether it was a part of their culture or they just thought it looked cool.
One of my tatoos on my right forearm. I work in Federal contracts frequently traveling to DC for meetings with gov't agencies. (professional) I often speak in front of large groups for training purposes. I also work as a waitress at one of the nicer restaurants in town.
Don't tell others what to do. It's rude when I do it and it's rude when you do it. See how that works? Unless you're her mom.

There is nothing more beautiful in this world that the clear and UNBLEMISHED skin of a human, It is one of god's masterpieces, a jewel of nature. Anyone who would alter it would paint over a sunset or put a hot dog stand on top of Diamond Head. Not only that, we have the spectacle of a girl who won't dare go into the healthful sun for fear of skin cancer enduring agony to give herself a pre-cancerous lesion. Read up on how tats work, and why they're so hard to remove, go ahead, then tell me how that CANNOT be cancerous
