Then beyond that, you can privately cannon and tanks subject to local zoning ordinances, but for each explosive shell (destructive) device, you must register it and pay the fees to ATF. So could you acquire/build a ship and then arm it, I suspect it possible.

While the Constitution doesn't specifically address tanks, a reasonable interpretation of the 2A would be that it was talking about small arms - rifles and handguns. The other thing is that a modern tank costs about $8.5 million, and I doubt that General Dynamics would sell one to private person anyway.

That is true as I understand it. There similar such places, if I recall, correctly, in Nevada and Alabama. OAs for acquiring a tank, a cannon, or even a retired military jet, there are online providers for those to be found with little search. I do not know the specific permission required and suspect different laws apply at all three levels of government.
