Presumably the people making the decision don't believe in collective punishment, don't think the impoverished families the Qatari support is intended to aid should suffer as a result of ongoing terrorist attacks and trust the intent of the individuals bringing the aid is focused on supporting innocent civilians. You could justify disagreeing with that decision on various point but not failing to understand why someone would seek to help those families (even if you suspect the true motives).
I doubt anyone with the slightest passing knowledge of the Israel-Palestine issue knows that Hamas is a major problem. I'd challenge the idea of it being the problem if only because if there was only one problem, the whole mess wouldn't have rolled on for 70-odd years.
I asked some of them. They see Hamas fighters as real heroes. As the only ones who can end the occupation.
