Technically, they couch it this way, in the shall issue States, you will get a license, if you have no criminal record or mental illness or defect, and are not addicted to illegal drugs.

So they excuse the vetting process, in order to weed out otherwise prohibited people, from obtaining a license.

They say the license is not a prohibition on a Right, only a certification that shows the person carrying is not a criminal or other prohibited person.

 

What else does the vetting process involve apart from checking that someone has "no criminal record or mental illness or defect, and are not addicted to illegal drugs."

TOG 6 is orrect,it is obvious you do not know squat about the CONSTITUTION,see ARTICLE 5 of that august doccument.
the left loves the CONSTITUTION when it works for them but ignore it when it does not,it would take 38 states to ratify a change in any amendment,so the anti-gunners try to circumvent the cCONSTITUTIONAL process.
because they know they do not have a chance in hades to get three states to agree let alone 38,TOG 6 is correct.
