Mexifornia to pay for the "wall"

    The former "Golden State" of California now known as Mexifornia since California has been under Mexican occupation for a few decades now will end up paying for the wall.

    For the layman, Mexico will be paying for the wall.

    How can the Commander in Chief Donald Trump do that ???

    The Army Corps of Engineers comes under the U.S. Army.
