That the $50,000 repayment may have come from the Trump Organization adds another legal problem. [WP]”

It has been called electoral fraud at the worst and campaign finance violation at the least.

Your source is claiming the expenditure of money is the violation. Under your theory paying the PR firm to hand out free donuts to potential voters would have been the same violation.
