Who cares? $2.4 billion is nothing! Compare that to my estimated $800 billion that I think we need for it to be a reliable revenue stream for the government to go after. $2.4 billion is too small to bother with. It won't pay the bills (neither debt nor deficit). The IRS should not pay money to build a new bureaucracy necessary to get access to that cash.
