It's probably a bit of a broad brush to select one type of urban environment. But the US does tend to follow a pattern in urban development. Way back in the 1920s the Chicago School (criminology) identified this. It seemed that increased affluence saw people moving to the suburbs, leaving the poor behind in the inner city. Poverty is related to criminal activity but in many complex ways, I don't think there is a single linkage, so inner cities became crimogenic. I don't know if that holds true in every major city in the US today because, as in some other urban areas in other countries, London comes to mind for example, previously crime-ridden inner city areas have become gentrified. For example in London there is an area called Hoxton which used to be called the thieves' dormitory after the Second World War, has become desirable (well parts of it anyway).

I'm careful when I'm in a city with which I'm not familiar. I am careful in parts of my own, quite safe, city depending on the time of day or night. I watch other people's behaviours, their racial appearance doesn't concern me.

Of course humans are responsible for their actions - but it's a concept that isn't as simple as I think you would like it to be.

As for the criminal justice system, I'm not against it, I'm very wary of it though.

No doubt, but liars will make errors and unlike in many aspects of life in an internet forum all anyone needs to do is commit one little mistake and they're a goner.

In order to get properly enraged you have to read the Daily Mail. That's its main job, to get people angry and upset.

New Media, the absolute bane of leftism....
is relentlessly shining white hot Klieg lights on Progressiveville's disturbing, long closeted skeletons....
leaving residents little more than pathetic "studies", dissembling and deflective projection...
    to meekly explain them away.
