You should do a little homework before making claims like this. Here in the US it is illegal for anyone convicted of a felony to own a gun. This is per the 1968 Gun Control Act and SCOTUS has refused to hear any 2nd Amendment Challenges to this act. So your assertion is false.

No, I don't think so. I believe most such situations already have laws regarding them but there is a big difference in having a gun on your person and actually pulling one out and firing it.

 

I believe that a petty criminal will not carry a gun if it means a huge sentence if caught making it safer for all victims. Why even carry a gun if you don't intend to ever use it

 

I couldn't tell you, being a criminal wasn't the career path I chose. At one time Texas passed a law that meant life in Prison if a gun was used in a robbery. Robbers started killing witnesses because the penalty was the same and they might get away with it if they couldn't be identified. Really bad mandatory sentences aren't always the best idea because they don't always get the effect intended.

 

These types of criminals would probably kill any witnesses anyway as they know they will get a long sentence for armed robbery if caught

 

True, however, it only takes one out of millions to kill dozens of innocents. If we can't get guns out of the hands of those few, what does that say about us as a society? No other civilized nation has this problem. You might try asking why that is so.

Getting guns "out of their hands" is not a solution. Violent actors will act regardless of the obstacles placed in their way. The only solution is to remove them from society so they cannot victimize the decent folk. Firearms are inert objects, the outcome of their use determined solely by the user. Unless the proposed solution is to remove all potentially dangerous objects from society, removing firearms is just disingenuous prattle.

We are a uniquely violent people. On this we may be in rare agreement. It is likely we disagree as to the "why."
