Republicans used to have qualms about eminent domain, now they want to be able to take private land without any judicial review, no Congressional involvement, no oversight at all, no Constitutional protections. The law you've linked to specifically mentions a general requirement to notify Congress of these activities and to report on the budget, etc within 15 days. You do realize this is for Congressional oversight, yes?
Correct me if I'm wrong, I thought the issue was you need an appropriations bill to finance the wall, the issue isn't authority to build to wall, its authority to pay for it. That was my understanding until I read your post.
