I am not saying that he can disobey a Supreme Court ruling. A federal court does not have the constitutional authority to issue an order of the president. There is a big difference between the two.

The only thing that gives federal judges such power is the Legislative branch and the threat of impeachment. Congress wishes to limit the power of the president and so they back the rulings of federal judges. However, if the federal judges refuse to show discretion in their rulings they could lose enough backing from congress and render themselves impotent.
