'Negative cultural antisocial norms' and "anarchy culture."

    This is where the youth or easily influenced pick up negative traits from the media or others around them. when someone signifies authority over authority, they try to emulate them, as, they will see strength that defies strength, of course. this would be like seeing a child in school hit a teacher with a pole and the teacher going to hospital - they would admire him if they sought strength or a strong leader, a radical new avenue of leadership, yes?

    This can be solved by having more prefects, and, making sure they are 'already popular.' these 'leaders' and role models should be involved in sport and such things for the youth to consider doing too. then, they should also show they are trustworthy and reliable, taking the school to high acclaim in their circles, the school that will give them the means to study further, and, give them a reference for a college or job one day. this means they need to work with the school to achieve their goals, of course.

    If the children do not go to school, some of them should be appointed 'deputies' and given 'a lax wage.' this is not true police work, nor any sort of police matter, but rather they should go around setting a good example, and, being paid in sweets for their troubles - something i am sure the police will assist with?
