There aren't any rivers heading into California from outside states. Colorado R is the border w/ Arizona. The Sierra Nevada mountains actually supply water to Nevada. Lots of rivers in northern California.

Nice map. It looks like Klamath river originates in Oregon but is fed with many tributaries before flowing out to the Pacific Ocean. I guess Tijuana river flows into San Diego county but is probably dry most of the time except this winter. The point is that California, given normal rain seasons, provides the state with enough water so long as the Sierra snowpack is adequate each winter. Of-course the California Aqueduct is the 'lifeblood' for consumption in SoCal and waters millions of acres of crops. There was discussion during the past drought of making growers stop planting almond trees and stick with pistachios instead. Also limit rice production. Of-course California produces nearly 100% of both nuts to the nation if not the world and only Arkansas grows more rice than California. So humans need California to continue growing food and California needs water to be one of the most fertile region in the world.

Even during long droughts California always had enough water for its population and farmers but not for 40 million people.

Almonds are very thirsty little nuts.

One California almond will consume an entire gallon of water before being exported to Asia.
