No, not all groups are gangs. Would you call church congregation a gang? A dart league? A foursome at a golf course? As a matter of fact vast majority of groups are not gangs.

When you want to get the crime rate, the level of danger for the average person, you check the rate of violence dealt toward 3rd parties intentionally.

I was talking about gun violence, not the crime rate. Everyone who saw his body that night was a victim of gun violence.
