I'm pretty sure any citizen in America can enforce the laws and can make citizens arrest. Bit since most people have a real life they hire or appoint someone to enforce the laws for them. Today they are known as a Sheriff or a police officer. There was a time when there was no real government or law in the West during the 19th Century in America. So towns would hire someone as the town marshal to enforce the law and keep the peace. When territories became states and counties were established the citizens elected a county sheriff. The sheriff had the authority to raise possess and deputized civilians as temporary deputy sheriffs. Most large stores have employees who responsibility is theft prevention. They apprehend shop lifter basically by making a citizen arrest and holding the thief for the police to take the person to the pokey to stand trial, Vigilantism is Americana as apple pie and cheese burgers. Very interesting read. The main problem I have with this particular group is they aren't contracted, appointed, or authorized to do what they are doing. And they operate under anonymity, which comes off more like Antifa than a patriot making a citizens arrest. Sorry, I don't trust someone who has to hide their face to do their deeds. If these guys were on the up and up, they wouldn't be impersonating the Border Patrol or be being led by a felon. They would be regulating their membership and be transparent to local, state, and federal law enforcement. If they can do that I say go for it. Use disciplined, all-encompassing multidisciplinary approaches to close all methodology which is used to illegally cross the border or entice illegally crossing the border.

As the badge was a critical component of your allegation that they are impersonating Border Patrol officers, I think what I'll do with it is take it as evidence that disproves your claim.
