Chomsky says that the alleged meddling of Russia in our elections "has most of the world cracking up in laughter". "It's just a joke as compared with what we do constantly," including in Russia itself. One minor example was in the early 90s, when the Clinton administration openly subverted the Russian election, bringing the U.S. favored candidate, Boris Yeltsin, to power.

Meddling in other countries’ elections is an exciting adventure–when it’s the United States doing the meddling.
This is a minor example. "Usually we just overthrow the government; institute a military dictatorship. Not in a distant past. This just happened under Obama in 2009, in Honduras. There was a mildly reformist government," headed by then President Manuel Zelaya. "The tiny elite of super rich who run the country didn't like him. He was kicked out in military coup", supported by Hillary Clinton's State Department.

Clinton and her team worked behind the scenes to stall efforts by neighboring countries through the Organization of American States to restore Manuel Zelaya to office. "The OAS meeting today turned into a non-event ― just as we hoped," wrote one senior State Department official, celebrating their success in slow-walking a restoration. Secretary Clinton had also helped organize elections that would, in her words, "render the question of Zelaya moot".

As of now, it's still factually a conspiracy theory. Not proven. The media have been pushing a conspiracy theory.
