Laws to exclude black folk were put in place and so laws to put them back in were needed. Its called correcting past errors.

There were laws put in place to put black folk at the bottom of the ladder in the past. Aa today is supposed to correct these past racist laws. Maryland for example had laws that put black folk in perpetual slavery purely because of their skin colour. Ithink virginia also had similiar laws and other states too.

No I’m being a realist. Passing laws designed to hold people back based on race is in fact racist. There is no other way to look at it. Why must people be held back by race at all? Blacks have all the same opportunities as white males and even more because of affirmative action. Rebalancing the equation as you say is in and of itself racist.
