During the Clinton years, the medical community tried to get us to upgrade our pandemic preparedness. Not much got done. Congress just took another swing at it, and missed. They are extremely good at being disappointing. I understand, we've spent a ton of money. But we will have to spend another ton for the next one, because we aren't prepared.
