Pay Per Task instead of hourly wages

The problem with my company is that it works for the government so all it does is gets it bucket filled with money and spends it until the end of the year. And then we have these orders from the government that comes down that often sound good on paper but are crazy expensive and don't improve much. Thats the problem with the government. It doesn't have a way of measuring the success of the company in the way the free market does.
