As a right to dignity, and, in africa, a privilege to encourage women to be more dignified, we want to make it easier for them to get hold of period pads. this is especially important in schools, where girls menstruate and have not got pads, so stay home from school for social and health reasons. To supply them with these pads, and, maybe condoms too, the school could finance this with the girls giving blood in exchange for a years supply of period pads at a time, yes? Or, the girls and boys could compile research reports, that they could use a furnished computer room to achieve. this will be a learning experience, maybe after school, for a few weeks, where they accumulate data into new studies they research on the net and with sites like wikipedia and britanica to find the stats that the state needs? they could do this upon request, for the basic things for the girls, boys and some parents to gain emergency supplies, like food or uniforms, or they could do it freelance, where they research, sieve away data into a refined report, and, submit it to any business or party they choose? Or, they could get coupons from the local store where they earn the coupons pushing trolloeys after hours, or, even doing odd jobs.

I'm sorry, but with all the problems we have in the world right now, this really doesn't even register as being important. I do feel bad for them and, yes, they should have access to tampons and/or pads.
