He just called a spade a spade. The drug trade in any country is deeply connected with politicians. Without their protection a drug trade wouldn't be widespread. The USA included. As a matter of fact, U.S intelligence services are the biggest drug dealers in the world. Perhaps the president of the Philippines stepped on their toes. I say well done Mr Duterte for trying to clean up the country's administration from corrupted politicians.

A convicted drug lord told Philippine lawmakers Tuesday he had bribed Sen. Leila De Lima to allow him to continue his narcotics business behind barsescalating a political battle between the senator and President Rodrigo Duterte over the presidents war on drugs. Herbert Colanggo, who is serving a life sentence, testified before the House of Representatives justice committee that during Ms. De Limas time as justice secretary, he had paid her 3 million pesos ($62,700) over several months. Ms. De Lima, who was justice secretary from 2010 to 2015, denied the allegation in a Senate speech, saying that criminals are being used to implicate her to fit the presidents narrative that I am a drug coddler. Mr. Colanggo was presented by current Justice Secretary Vitaliano Aguirre, who was appointed by Mr. Duterte.

Mr. Colanggos testimony came a day after Senate allies of Mr. Duterte removed Ms. De Lima as chairwoman of a committee investigating police and vigilante killings since the president took office in June, saying she isnt impartial. Ms. De Lima answered that she isnt the problemthe extrajudicial killings are. A witness presented last week by Ms. De Lima testified he had been part of a death squad Mr. Duterte formed to eliminate criminals, including drug pushers and users, during his time as mayor of Davao City in the southern Philippines. The president has denied the allegations. Mr. Duterte said on Monday that the war on drugs he launched in Julyin which more than 3,000 people have been killed, according to policewould last longer than the six months he originally planned, as the drug problem is worse than he had thought.

In his testimony Tuesday, Mr. Colanggo said his payments to Ms. De Lima and prison officials had enabled him to continue his drug business and other ventures while imprisoned at the New Bilibid Prison in a Manila suburb. The 550-hectare (1,360-acre) penitentiary, built after World War II for 6,000 prisoners, now houses in excess of 16,000, more than a quarter of them convicted of drug-related crimes. I am a businessman, said Mr. Colanggo, describing how he smuggled prostitutes into the prisons maximum-security compound. Mr. Colanggo, who called the compound Las Vegas, also recorded hit songs from prison, mostly romantic ballads.

Mr. Dutertes drug crackdown has including the prisons, but Rolando Asuncion, officer-in-charge of the Justice Departments Bureau of Corrections, testified that efforts to eliminate drug dealingsuch as by replacing guards with police special forceshavent ended the practice. But his goal in ending the menace was put in question as President Rodrigo Duterte failed to issue any definite framework on his campaign against illegal drugs. Apart from his almost daily verbal tirades against drugs, Duterte has not signed any official document detailing his agenda on drug campaign even after 80 days in office. Police blamed the vigilante groups as responsible to half of these killings. But if indeed they were, law enforcers failed to consider that these groups resurrected at the onset of the President's war against drugs. With no single case being solved since these killings occurred, the Philippines seems to become a country of hoodlums, where killers can slaughter anyone they want in the name of the President's war against drugs.

Duterte's anti-drug campaign has caught the attention of the international communities with no less than the United Nations assailing that the campaign violated the framework of the individual's human rights. US President Barrack Obama, while favoring the campaign against illegal drugs, pointed out that it must be done within the paradigm of respect to human rights. But neither the UN nor Obama escaped from the tirades of Duterte, who insisted to spare the Philippines from the lectures of human rights and to respect the independent foreign policy of the country.

Duterte won a landslide election victory on May 9 after vowing to wipe out drugs and crime. Police said this week that in the past 11 weeks, nearly 3,000 people had been killed in Duterte's war on drugs, a figure adjusted from the 3,800 they cited last week. The killings have drawn widespread international criticism, including from the United Nations, drawing angry responses from Duterte.On Thursday, the Philippine leader hurled insults at U.N. Secretary-General Ban Ki-moon and the European Union, then invited them to come to investigate his crackdown. Duterte's defiance of high-profile organizations and his insults of anyone from U.S. President Barack Obama to the pope have amused many Filipinos, but worried foreign governments - not the least the United States, which sees Manila as a vital partner in Asia in the face of a rising China. Some analysts predict Duterte will seek to diversify foreign relations beyond Washington, including by seeking better ties with erstwhile maritime foe China. Yasay said core values enshrined in the Philippine constitution included the mandate "to pursue an independent foreign policy, to promote the national interest."

At the same time, he said Manila would remain "a responsible partner of the international community," committed to the rule of law - including an international court ruling this year in favor of the Philippines and against China over competing claims in the South China Sea. In spite of Duterte's criticisms of the world body, Yasay said the United Nations had demonstrated "continuing resilience and relevance" and added in apparent reference to the U.S. alliance: "Our domestic concerns compel us to partner with like-minded countries in the areas of maritime security, counter-terrorism, disaster response, and transnational crime."

Mon Oct 24, 2016 | Signaling a shift in strategy in its blood-soaked war against drugs, Philippines police aim to reduce the killing of suspects and put more resources into arresting prominent people tied to the trade, two sources with knowledge of the matter said.

Project Double Barrel Alpha will put a stronger focus on arresting politicians, military, police, government officials and celebrities allegedly involved in narcotics, the sources said. The new approach will be outlined on Tuesday at a meeting of police chiefs from each of the Philippines' 18 regions at Camp Crame, the police headquarters north of the capital Manila, Philippines National Police spokesman Dionardo Carlos confirmed to Reuters. The operation will be launched within days, Carlos said, adding he did not have further details of the new operation. The meeting comes after what one of the sources familiar with details of the plan described as "intense" discussions among law enforcement officials about the wave of killings of drug suspects. "We will give emphasis [to] arrests rather than neutralization," said one of the sources.

Asked why the new approach is being taken now, he said: "It is related to the EJK issue. We are doing our best to address that ... It was a collective decision after an intense discussion of the implications of the EJK issue." He did not elaborate on who was involved in the decision-making. "Neutralization" is a euphemism for the killings that have characterized the anti-drugs drive. EJK refers to extrajudicial killings. A recent poll showed public unease over the deadly anti-drug campaign, with 94 percent of the respondents saying it was important for the police to take suspects alive. Another component of Project Double Barrel Alpha will see police working with community leaders to clear neighborhoods of drugs and set up local rehabilitation programs.

'NARCO STATE'

Philippines president Rodrigo Duterte had given police six months to suppress drugs and crime, warning the country was on the verge of becoming a "narco state". He then extended the campaign, called "Project Double Barrel" another six months to make it a year. In less than four months since taking office, almost 2,300 people have been slain in the crackdown, according to official figures, revised down from earlier estimates of 3,600. The majority of the deaths - more than 1,600 - were during police operations, drawing sharp criticism from Western governments, the United Nations, human rights groups and some Catholic priests. "If you know any addicts, go ahead and kill them yourself as getting their parents to do it would be too painful," Duterte told supporters the day after he took office on June 30 this year.

Duterte's comments were condemned by the U.N. Special Rapporteur on Extrajudicial, Summary or Arbitrary executions Agnes Callamard. "It is effectively a license to kill," she said. At other times, however, Duterte has said he doesn't endorse extrajudicial killings or vigilante murders of drug suspects. "Who killed them? I don't know but why are they pointing at me, blaming me for those deaths," Duterte said earlier this month. Presidential spokesman Ernesto Abella told Reuters: "Everything that the president said was always in the context of sticking within the law."

Rolando Espinosa, mayor of the central town of Albuera, had fired at officers searching for weapons, police said. The death comes after President Rodrigo Duterte vowed to step up his policy of killing suspected drug dealers. A new stage in the crackdown was announced last week to include mayors and senior drug lords. The "war on drugs" has killed up to 4,000 people. Mr Duterte, 71, was elected in May on a platform of preventing the Philippines becoming a "narco state" by sanctioning the extra-judicial killing of drug criminals who fail to turn themselves in.

The policy has faced strong criticism from human rights groups and put Mr Duterte at odds with the United States - a staunch ally of the Philippines. But he won the election by a landslide and the controversial policy remains popular with many Filipinos. There have been calls for Mr Espinosa's death to be investigated to determine in particular how weapons ended up in his cell and how the exchange of fire broke out.

He is the second mayor to be killed within two weeks. Samsudin Dimaukom died, reportedly in a gun battle, in the southern Philippines. Both men were among officials named by Mr Duterte in August as having links to the drug trade. Mr Espinosa gave himself up to police in August, was then released but was later re-arrested on drugs and firearms charges.

Gwendolyn Pimentel-Gana, a member of the Philippine Commission on Human Rights, an independent government body, said the deaths raise serious questions on the responsibility of the state to protect persons deprived of liberty, especially in relation to the primordial right to live of every human being. Ms. Pimentel-Gana called on the police to hold the people responsible for the deaths accountable. Mr. Espinosa died just eight days after Samsudin Dimaukom, another mayor accused of drug crimes by Mr. Duterte, was killed by police officers in the southern Philippines. Mr. Dimaukom, who also denied being involved in narcotics, was gunned down at a police checkpoint along with nine men traveling with him; the police said people in Mr. Dimaukoms party had fired on officers.

Since taking office in June, Mr. Duterte has embarked on a bloody campaign against drugs particularly shabu, a cheap form of methamphetamine that has left about 2,000 people dead, some killed by police officers and others by vigilantes. Human rights groups and Western governments have criticized the campaign, but it has been popular in the Philippines. In August, Mr. Duterte read on television his list of officials allegedly involved in drugs, warning them to surrender to the authorities. He offered no evidence of their guilt and later said some names might have been put on the list by mistake.

Mr. Espinosa, who was accused by Mr. Duterte along with his son, Kerwin Espinosa, turned himself in to the police in Manila, while his son went into hiding. The son has since been detained in Abu Dhabi, and Philippine officials said they were seeking to have him returned. While Rolando Espinosa was in detention, the police raided his home and killed six of his bodyguards. They said they had found about 24 pounds of shabu on the property. Nevertheless, he was later freed, only to be arrested again in October and charged with illegal possession of drugs and firearms. A statement on Saturday from the office of Mr. Dutertes communications secretary, Martin Andanar, called Mr. Espinosas death unfortunate.

Jan 30,`17 -- The Philippine police chief has stopped the use of the national police force in anti-drug operations and disbanded all police anti-narcotics units after the brutal crackdown was used as a cover by rogue officers to kidnap and kill a South Korean man.

Police Director-General Ronald Dela Rosa told police officers Monday he would use the indefinite halt of anti-drug operations to launch a massive purge of police involved in crimes.

Members of the 170,000-strong force will not conduct raids, serve arrest warrants or visit the homes of drug suspects, though other anti-drug agencies will continue the crackdown.

President Rodrigo Duterte says his crackdown, which has been criticized internationally for its high death toll and possible human rights violations, will continue until the last day of his six-year term.

Mr Duterte has made tackling drug use in the Philippines a central part of his presidency. He had initially promised to eradicate the problem by December, then extended the deadline to March this year. But he told reporters at a press conference late on Sunday: "I will extend it to the last day of my term... March no longer applies." Mr Duterte's term ends in 2022. He said he had underestimated the depth of the drug problem.

For eight months President Duterte has been unrepentant as the death toll from his drug war has risen. He has repeatedly promised to support, even pardon, any police officers accused of unlawful killing, and been unmoved even by the clear evidence of police involvement in the drug trade, and the murder of important drug suspects in police custody. But the shocking murder of South Korean businessman Jee Ick-joo last October has forced Mr Duterte to acknowledge that the Philippines National Police are too tainted to continue running the anti-drugs campaign. Mr Duterte now accuses the police force of being "corrupt to the core". He has ordered all tainted officers to be sent to front-line duty in the conflict-wracked southern Philippines.

Even if this happens, though, it will not necessarily bring the drug killings to an end. More than 4,000 of the deaths are blamed on unidentified hit squads, although many of those are believed to be run by the police. And the president's promise to extend the anti-drug campaign to the end of his term of office suggests he may try to revive it once the fuss about the murdered South Korean dies down. Senator Leila De Lima, Mr Duterte's most vocal critic, said the president and the police chief "should categorically give the order to end the killings". She said the dismantling of the police anti-narcotics operation meant "they are aware that the very men involved in anti-drug operations... are involved in illegal activities under the guise of the so-called war on drugs," she told ANC television.

There was only one reason for the U-turn, three people who attended the Jan. 29 meeting told Reuters. Duterte was furious that drugs-squad cops had not only kidnapped and murdered a South Korean businessman, they had strangled him to death in the headquarters of the Philippines National Police itself. "He was straight to the point - 'I am ordering you to disband your anti-drug units, all units'," said Defence Secretary Delfin Lorenzana, who was at the meeting in the presidential palace.

Duterte decided that the much smaller Philippine Drug Enforcement Agency (PDEA) would take over the drugs crackdown, with support from the military. It was a stunning turnaround by Duterte, who had until then stood unswervingly behind his police force through months of allegations that its officers were guilty of extra-judicial killings and colluding with hit men in a campaign that has claimed the lives of more than 7,600 people, mostly drug pushers and users, in seven months. "It's all about the Korean. That it happened at all, it's really that (which) pissed him off," Lorenzana told Reuters. PDEA Director General Isidro Lapena, who was also at the meeting, hadn't seen it coming either. He said in an interview that the president had lambasted the police force and told them that the "deactivation" and purge of its anti-drugs unit was now as important as the drugs war itself. Police Director General Ronald dela Rosa told Reuters that Duterte had been "really mad" about the incident and, after the meeting, the president publicly denounced the police force as "corrupt to the core".

The instructions from Duterte come as lawmakers in Manila are investigating Jack Lam, a Chinese casino operator, who is suspected of bribing local officials while operating an unlicensed online casino.

Duterte's executive order defines illegal gambling as any operation that is unauthorized or unlicensed, Philippine newspaper The Inquirer reported. "The state condemns the existence of illegal gambling as a widespread social menace and source of corruption, as it has become an influential factor in an individual's disregard for the value of dignified work, perseverance and thrift," Duterte says in the document.

Gambling customers exempt from the ordinance are those who are "persons physically located outside Philippine territory." Duterte's policies have come under criticism since he assumed office in June 2016. More than 3,000 killings were attributed to his anti-drug campaign, and some killed by police were eliminated in a way that would prevent investigations.
