Its known as the 'shoot first' curriculum of LE training, pushed by DHS starting back in the Obama era. The general underlying principle is that the LEO's personal safety is paramount, then extrapolated to mean that they should respond with lethal force at the slightest hint of danger so as to 'live to cop another day.' A paralel I experienced as an EMT was that we were to value legal protocols over life saving practices in the rare event that they conflicted because we could save a lot more people by not getting fired for breaching protocol- sacrifice a few to save many. Similarly, if a cop shoots a couple innocents by mistake, its justified because that cop will have a long, safe career of protecting many more innocents and society comes out for the better in the end. Its really just sacrificing morality, psychology and human nature for a better numbers game in the long run. IMO its a long term agenda to dehumanize and collectivize society in the name of efficiency and 'greater good', and sacrifice the individual for the group, but thats really getting deeper into it than necessary here... In the short term, it makes the public afraid of cops, it turns the cops into cowardly sociopaths or guilt-ridden emotional wrecks, and victimizes the innocent.

The solution is simple in theory but very hard in practice- get involved in your local politics. Being a pita to the average beat cop is just going to increase the mutual resentment. We have to insert ourselves into the training and accountability processes through City Council, Mayors Office, Sherriff elections, etc. This is where We The People can assert our power over who we hire and how we train those who will be enforcing the laws we make.

If the passengers were innocent or wanted to minimize the danger open the door then roll or get out hands out and empty and lay on the ground then the police will arrest you and not shoot you then let the driver do what they wish its not your issue as the passenger.
