Forgive me, but I could not understand the last part of the first sentence you posted. I am assuming you meant "they cannot fire anywhere near where civilians are close" but that is just a guess. Also, yes they can reach Israeli civilians in the southern Israel, except the iron dome system intercepts most of the missiles. The IDF does not target civilians, it in fact has a warning system to notify the civilians in the area of an incoming attack. There are many videos of IDF airstrikes being called off because Palestinian civilians were in the area. Hamas, on the other hand, has full intention of hitting civilian targets and uses their own civilians to protect their missile systems.
