The Espionage Act is to prohibit interference with Military operations and military recruitment, to prevent insubordination in the military, and to prevent the support of United States' enemies during wartime.

I'm wondering if this is actually a scare tactic -- they are planning on firing people as part of a reorg, so are spreading the claim that they found leakers, so that the REAL leakers are intimidated.

I don't expect that to work, if so.
