When a person comes out of war, and if he/she develops PTSD, the environmental factors in which the person settles into can have an impact on the person's well being.

Instances of such could be if a soldier has developed PTSD and is in an environment which is constantly reminding the person of battlefield life. Noises of car back firings, loud revving of engines, unnecessary accelerations, etc... (things which would call for State ordinance laws to be implemented) could lead to the further deterioration of the person.

Just as in war, there are no real rules to play by, so the same could be seen if that person is living within a city/town in which there are no laws in which the lawbreakers play by. It's unfortunate to think that such a place, a city or town, even exists under any States' Laws and Ordinances.
