Well, that's in the UK. In the U.S. it is perfectly legal to manufacture a gun for personal use, provided it is not a short-barrel long gun, fully automatic, or silenced, as long as you are legally allowed to own a gun.
Zip gun muzzle loaders aren't rocket science either. Nor are bullets overly difficult to manufacture with modern tools and knowledge.

Just a wild guess, I would imagine most criminals are criminals because they don't have money. So to be buying tooling equipment won't be high on their agenda.
Criminals are poor because they're criminals. You might shoplift a loaf of bread if you're poor, but being poor doesn't make you want to shoot people. Being willing to kill another human being isn't caused by being "poor". Also, you might notice, 3D printers aren't cheap....

You don't understand that when you create a black market enterprising individuals who can source the product will do so for hard currency or barter of contraban or sexual favors or normal goods and services? I mean the initial warrant was for growing and selling weed so... yeah I think the dude was part of the black market. I'm sorry, have you never used black market services before? You might want to wander down to an urban area that is known for drug activity or prostitutes. Purchase and partake. Socialize. Then ask someone with an existing black market connection who seems to have a good opinion of you. Do you know where I could get a piece? You know... for protection? If they don't think you're a narc you're liable to get a referral.
Being a criminal starts from an early age, where you network with other criminals. The problem with non-criminals not understanding how criminals work is that they already don't think like criminals. They get their guns and weapons from other criminals in their network. You don't know where to get a gun right now because you're not a criminal.

When I was not yet a teen in the UK, I read a biography on Samuel Colt. As background to his eventual development of the revolver it covered his fascination and experiments as a youth with making firearms. It contained considerable information on his making muzzle loading pistols and making his own gun powder, including gun powder’s formula and methods of increasing its burn rate. I experimented and succeeded in making gun powder (out of curiosity) and then several muzzle loading zip guns using as projectiles lead musket balls used in weight bags that my Da had from his home recover from a broken leg (don’t remember their cal.... prob btwn 60-70) that perfectly fit pipe recovered from a nearby ruined building. Initially, we used cut fuses recovered from fire crackers to fire them touched off by cigarettes thus the name we used...cigarette guns. Later, I figured out how to make primers (won’t give the how here), followed by making crude cartridges. For a couple years or more, I became a source for them, selling them for a couple £ apiece (Belfast...there was a market) to other kids/gang members. Then, in the late 60’s, WWII vintage guns began to percolate in the same circles. All sorts of homegrown weapons were available through word of mouth networks, and there were certain places known where you could acquire (rent or borrow) items if you were vetted by the word of the trusted. This in one of the most controlled and regulated countries in the world. That framework still exists, things can be had, and the network extends across the EU landscape accessed via specific places (often pubs), phone contacts, and in recent decades via the internet. There are several active black market networks in the EU, some originating back to WWII that trade in anything considered contraband, some operating in plane sight; a well kept, open, wink and a nod secret.
