Yeah, I just thought the UK members here might not know what that means. Now that you point out other disqualifiers to legal firearm ownership in America, it further goes to prove that we are not wanton of wise regulations aimed at peace, tranquility and responsible behavior in regards to the second amendment. So hats off to our founders, gun groups like the NRA, legislators, lawyers and citizens countrywide who've worked tirelessly to address these tedious matters.
Guns and ammo are not complicated or difficult to make. Any amateur with a drill press can make one. Human life is delicate. Anyone who is determined to commit murder will find a way.
I am sure that hard core criminals don't have such certificates anymore than our heroin addicts in the states have prescriptions for the drugs they shoot up
Building zip guns doesn’t require much in the way of tooling equipment. Get out your Anarchist Handbook...I am sure there are copies still floating around in the UK. Then acquire a spent shot shell, visit a nearby rail yard and .... Or, an easy one... get a Co2 cartridge, pipe to fit, and buy a large box blue tip matches...everything you need for a zip gun that fires a solid projectile or even one that explodes on contact. I can think of a few designs that require little more than a screwdriver, hand drill, spring or two, box Blue tips, razor, and parts from a hardware store that can likely be had for less than a order of chippy.

When I was of secondary school age in Belfast in the late 60’s, I and the lads I was with were always concocting something new almost as if we were the neighborhood skunk works. We had a need, an enemy, and pilfered (often lifted from a nearby rail yard, shops, and factories) and experimented continually; in hind sight, it’s amazing what can be had from everyday things about and it didn’t hurt that bits of information, know how, and actual weapons and ordinance were readily had from those older or via our social network which in our case, drugs also flowed as a secondary interest thing. As for the black market, where money can be made.... the RIRA is still active today The EU not only still has caches of WWII guns and ammo avail on the black market, but weapons flowing from Eastern European profiteering groups. If you understand the protocols and risks, weapons can be located the same way drugs are.
