It is relatively easy to raise the wage to an effective $15 an hour rate if the States and Federal government didn't tax incomes below $31,200 a year. So as long as anyone made less than that he wouldn't have to pay any State or Federal Income taxes, which would represent a significant pay raise for people in that income bracket. Of course the States and Federal government would have to increase taxes on everyone else to make up for the loss in tax revenue but people would still be able to buy cheap fast food because the workers wouldn't be making $15 an hour.
