Russia cuts military budget 25% from $65 billion to $48 billion

    "Figures released by the Russian Federal Treasury have confirmed that Russia's defence budget has been cut by 25.5% for 2017, falling from RUB3.8 trillion (USD65.4 billion) to RUB2.8 trillion.

    The reduction represents the largest cut to military expenditure in the country since the early 1990s.

    The reduction follows an extended period of large increases to Russian defence spending with growth having achieved an average rate of 19.8% a year since 2011 in nominal terms. Despite the cut, the 2017 budget will remain about 14.4% higher than the level of defence spending seen in 2014 in nominal terms.

    The Russian government initially outlined plans to reduce defence expenditure in the draft of the three year budget for 2017 to 2019 released in October 2016.

    The steep drop in spending will continue to derail Russia's much-hyped defense buildup, which in 2014 promised to replace 70 percent of the Russian military's arms with brand new items by 2020. The modernization effort was intended to procure 2,300 new tanks, 1,200 new helicopters and aircraft, 50 new surface ships and 28 new submarines. Russia's plans to field a new generation of nuclear platforms, from new rail-mounted ICBMs to a new strategic bomber will likely be slowed or placed on hold.

    Low oil prices have reduced Russia's economy.

    Russia is not at war in Ukraine, only in Syria... Anyway Russia had a big military buildup these past years, and I guess they feel secure now. They installed missile defense systems all over the country, so maybe they feel they should slow down a bit and put their money elsewhere. ...

    The only ones killed in the Donbass other than Ukrainian soldiers in retaliatory strikes, are the women and children... and I don't think they're Russians.

    So, the contrived reduced oil prices is working, against Russia and Venezuela. People in Venezuela are starving because of it. Of course the official story was, our allies the Saudis were doing it to hurt their ally the US and drive fracking to be uneconomical, which was nonsense if you actually thought about it.

    So now how is Trump going to justify raising our military budget by about as much as Russia's total expenditure?

    Russia has put under Putin ... if you're honest ... in fact the overdue modernization started and that also in sharing impressive. Sure, the task is huge, but much is at least started or at least in the starting holes. For example, the new T-14 MBT, which of course will first get the older models when the launch is started and the test phase is over.

    Cutbacks in the defense budget are a perfectly normal thing in the world, especially if the economic situation deteriorates.
    Even the US has hit it and will always hit it. If everything had gone according to plan, all the F-16, F-15D, and F-18 jets would have been replaced in active deployment and service by the late 2019 by the F-22 and the F-35. We all know that the nciht is the case ... on the other hand, technical problems with the F-35, but also lack of money at the F-22.

    Conclusion: I am not surprised about the cuts in Russia or value this as particularly important.

    Russia to cancel Cuba’s $29 billion of Soviet debt.

    The Soviet Union’s foreign debt will be paid in full within weeks, once Moscow settles with Bosnia and Herzegovina, according to the Russian Ministry of Finance.

    According to calculations, Russia owes the Balkan country, once part of the former Yugoslavia $125.2 million, said Deputy Finance Minister Sergey Storchak. This is the last Soviet debt, and it will be paid back in 45 days, he added.


    The debt to the former Yugoslavian republics of Croatia, Serbia, Montenegro, Slovenia, and Macedonia, had been paid off by Russia from 2011 to 2016. The debt was formed due to the difference in the value of imports and exports.

    So what? Russia is the freest and most peaceful country in the world. Russia never attacks the first. To protect its interests, Russia has enough strength and resources. Russia has a sufficient army to win any war with any opponent.

    The fall in oil prices does not affect the defense budget. Russia simply has enough money. ... For example, the US cuts in half the funding of NATO, and what? You do not say that this is because low prices for oil or other goods. Is not it?...Or do you think that in the US people are also starving like in Ukraine or in the Baltic States?

    There's a reason for this. Russia doesn't have to import raw materials and parts to manufacture arms. It is self sufficient in just about everything, including high tech. As long as they can keep the Ruble low, labor will also remain cheap. It's this low Ruble that makes Russia competitive in the arms market as well, since they can undersell others ...while still retaining a decent standard of living.

    What they can't do, is import goods from other countries with a higher currency value. But considering Russia's assets, it really doesn't matter except for the rich who can well afford paying high prices.
