    Congress is not a law enforcement agency, and cannot investigate someone purely to expose wrongdoing or damaging information about them for political gain.Which is what this is. A congresstional subpoena must potentially further some “legitimate legislative purpose. And that is from the SC

    Rudy took half a million from Ukranian nationals to tell the President to fire the ambasador. Seems like Congress may want to pass laws that prevent that kind of SWAMP.
