If it is discovered it was done under official order of officials at the highest level yes and it would be Ukraine not Canada unless you could prove they did it BECAUSE Canadians were on board. If it was a military blunder then those in charge of the unit should be, would be here, fully prosecuted under their system of military justice. The Iranian prosecutors courts should open hearings for civil suits.
