Of course there are some people I don't think should vote - under 16s, long term prisoners, non-residents etc. I wouldn’t call any of those groups as “lesser persons” though so the actual question remains meaningless unless and until the term is defined. Why are you so determined to defend such a poorly presented OP question? The issues of voting rights is more complex and important that it gives credit.
That form of partial quoting is very dishonest. Why are you trying to misrepresent what I posted? The flaw in the question and my suspicion of the OPs motives are two separate issues by the way. Even if they clarified the question, I'd still be suspicious of their motives and if their motives became clear, the question would still be flawed. If you think the question is possible to answer without defining "lesser persons", what is your answer?
Representative government is an experiment as it is. There are those on line that argue woman should not be allowed to vote. But, not kidding, recently, it has been suggested that people in countries other than the USA should be allowed to vote in USA elections as the USA has a global impact. That is a recipe for exploitation.
