In my scenario, public school are the only schools in the state! Private institutions have decided not to be in the education business! So what's the solution for the rural areas?

Yes but in that scenario, there is no school yet! How can a school be built if it's already built?

homeschooling, joint schooling with your neighbors

cause States can't afford to build one in every 'out in the middle of no where' area... pretty simple really

They would have no choice, otherwise nobody would live there.

You only get the money if you have actual students attending applying for the money with no students attending is attempted fraud. Oh and that's the other thing with an education free market those institutions that do a crappy job will lose students and go broke.

In the scenario you put forth, it would be the parents fault. Not the government fault.

What? Can you rephrase this because it’s a mess.

It isn’t “democracy” to have special groups under the tax code. That doesn’t even make sense. I have no idea what you are trying to say.

Dude all the ruling says, as have most church state rulings for about the last fity years have, is that you cannot exclude people or groups of people based on religious preferences. If you are offerering money to any group you must offer it to all groups doing the same thing.

I am talking about their tax status, they are the only group given a special tax classification where they don’t have to file or pay.

What are you not comprehending here?

The money would come from somewhere. Maybe even the federal government if that's what it took. Again, there would be no choice. Kids have to be educated. Simple!
