I think the black guy is responsible for all of it. Had he not fought with and run from the Officer twice and try to shoot the Officer with his own gun, the Officer wouldn't have lost his cool and his judgment and shot the guy as he ran the last time. I would that he hadn't shot him. But thirty years? Heck no. It's manslaughter.
