So all School Districts were mandated to enact bullying laws by 9/1/12. How many of us were aware of this and what have our school districts "mandated". I believe one of the best ways to stop school bullying would have been to create "student courts" to deal with each case. Peer review and pressure is the best means of stopping bullies. Let the students hear the case, let them impose the "sentence", whether it be moving students involved to other schools within the District, expelling the bully for X amount of time, putting the bully in a off campus class designed for bullies and offenders of other student policy. In other words the punishment would be determined by the student court based on the punishments made available by the School District. Peer pressure is the best solution to the problem IMO. Not the legal system.

Bullying has always existed in some form and I am sure we can all think of times when we or other students experienced it during our Grade School, Middle School and High School years. IMO most instances of "bullying" in todays age are no worse than what we saw or experienced. The problem is that the schools have lost the right to discipline students in the way they did in the past. I remember students being paddled, now called abuse. But I also remember those students paddled learning their lesson. It was not harse or abuse paddling, rather just symbolic and infront of the rest of the class. Teachers had more control over punishments. I don't recall anything I would term abuse. But of course now days parents can be legally accused of child abuse for spanking their children, and the results have meant parents lack the ability to control their childrens behavior as they feel is needed. So, as a society we wonder why are children have a lack of respect for teachers, their parents and adults in general. At the very least, what is done during school hours and on the school campus should be addressed by the Schools and the Students. They should have no control or imput regarding what happens of campus. And, what is said online, is free speech and is nothing more than name calling when it comes to bullying. Such behavior should be ignored, not prosecuted. I don't remember anyone committing suicide because they were called names or demonized by other students. They simply either changed to comply with the norm or ignored the comments and associated with those students that didn't disagree with their behavior or were equals.
Due to Society children/students are being forced to be who the majority wants them to be. That was not the case when I grew up in the 60s-70's. Not all students are "gifted and talented" yet the schools divide those deemed gifted from the non-gifted students. Wrong. All levels of students should be put into the same classes, not segregated, because the gifted can offer help to the non-gifted and the non-gifted can help the gifted to be more well rounded. Also, it is easy for teachers to give the gifted higher level instruction and homework that will challenge them.

Each State has it's own public school with their own courts and laws, all different. So, the fed laws will only be a guideline, but the public schools which are funded on the state government level will do as they and their unions tell them. I highly doubt any federal education bill will impact any public school. If it id the schools would be better, but they are not.

Trying to find real information on any USA public school is impossible. As those schools are full of shady secret recordkeeping, incompetent in accountability, an have no respect for outsiders of the system. Any data you find is often fabricated and delibertly skewed to the schools favor. All paid for with your tax money.

No. You said all school systems were mandated to establish anti-bullying laws by 9-1-12.

    Show me your source.

After futher study, I was incorrect. While the majority of states all but two passed anti-bullying laws by 9.1.2012 I can't find that it was a mandate by the Federal Government but by each state that didn't already have a law in place. And, I can't find who mandated they pass such law. Sorry I am not against laws on bullying in schools just have my own ideas on what would work best to stop it. And It was brought to my attention by reading an article that was titled "Schools mandated to pass antibullying law by 9.1.12" which google search yields massive results.
