Listening to the people, individual people, groups and especially special interest groups often are biased or have their own agenda. If you listen to enough ordinary people you will get a consensus as the outliers (extremists) become insignificant. Whatever the ideology is, it is the will of the majority of people that has to be served. If I was Shorten I would promise to mail out a hundred question multiple choice questionare. Use it to gauge and develop policies on especially in areas like pensions, welfare, housing ,immigration, borders, republic etc. It would give a better guideline then listening to business or unions. It would also help to engage the population more in politics as they would at last be heard.
