    The census is not designed to be a participation in the election process. It is designed to count the number of residents in an area, including the individuals who are not involved in the election process at all.

    I tell ya, it's quite the desperate step to accuse a fellow attorney, and senior attorney at the DOJ of perjury and committing a fraud on the Court.

    Geographical areas have needs and resources that are determined by the number of residents in a given area. Whether they are legally or illegally located in that given area.

    Hence the rationale to include the citizenship question and favor white republicans.

    Children are residents of a given area, but they have no role to play in the electoral process. The census is designed, as demanded by the US Constitution, to count the number of residents in the country. The purpose of the citizenship question, as made abundantly clear by the OP, is to artificially suppress the minority response rate.
