The fear of the criminals would be to get caught. The fear of the upright would be to be turned into a criminal.

it has been said by wise men, that removing criminalities from your home will allow you to be upright in your own home. What happens outside the home, is up to leaders and policy makers of that State.

It has also been said that in order for a person to remain upright, he/she must not associate with nor remain around criminal activities. A cat in an untrained dog cage, will eventually have to fight or flee.

Unless the dog was in an untrained Tiger's cage at which the dog will either have to fight or flee. It all depends on your objective.

but more likely than not, the endangered usually tries to escape before resorting to self defense in a contained environment.

so in any given society, if there is an upright person, he/she has a much higher probability of remaining upright if she/he does not associate with the local criminals.

Think of how difficult it must be to remain upright in a society that sells underage children for exploitation purposes.
