That's not correct... Jews were leaving Palestine hundreds of years before Roman occupation. They lived in Rome, Damascus, Alexandria, Elephantine Island, Aleppo and in what is now Iran and Iraq.

Rome had a large Jewish community long before the destruction of the Temple. Palestine had limited water and arable land... It simply couldn't support a large population.
