    please explain what makes Vladimir Putin an enemy of the United States?

    Declaration of War? UN Security Council Resolution? Congressional Resolution? Break in diplomatic relations?

    Surely there must be something.

    Oh yeah, no doubt Putin is no friend of the United States and works against out national interests in many areas. But until someone puts actual stuff on paper then he and his country are not enemies of the United States.

    Economic war at least via sanctions. Pushing for proxy wars in Syria and the Ukraine counts as warmongering in my book.

    This is missing the broader picture. Political parties, like legislatures in general, are never uniform. The Republican Party has multiple different wings competing for dominance. The neoconservative wing of the GOP is really rather aligned with the neoliberal wing of the Democratic party on this issue. McCain and Clinton are of one mind on Russia.

    Trump is not, because he does not represent that part of the GOP.
