The debt ceiling doesn't negate the need for a budget. It is a bizarre law that restrains the Treasury from paying for expenditures that have already been budgeted & approved.
I didn't say the debt ceiling negated the need for a budget. I merely said, there is no budget, therefore there is no need for this particular forum. We merely have stop gap measures, because the President and Congress are too effing lazy to do their job appropriately.
