They run week to week, because they spend week to week, never once considering to take any gain of income in their life to be set aside, they just take the additional income to buy stuff, they believe they need to make their lives better and more impressive to their so called friends..

Things like a new TV, the latest cell phone, a newer car or a thousand of other things they buy to impress their so called friends, while still running up the balance on their credit cards.

They, like the U.S. Congress see's more income, (tax increases) as something to be spent, not to pay down debt, and that is the primary reason tax increase's will never lower the national debt.

Lowering tax rates provides two paths to lowering the national debt, more velocity to the Treasury and a cutoff of more spending by a Congress, who always projects future tax income as a method to spend more money they don't have on hand, think of it as a cutoff of the Congressional Master Card with it's high interest rates.
