Reading the WaPost article linked in January for the claim that "Clinton gave North Korea the ability to create nuclear weapons by EO", I am not seeing that mentioned in the article at all. What it did say is that NK already had a reactor that was most likely being used to enrich weapons grade nuclear material and Clinton, along with some other nations, offered heavy fuel oil and light water reactor plant construction as compensation for shuttering the already existing NK reactor. Clinton didn't give them the ability, they already had it. He tried to get them not to use it. An argument about trying to bribe them could be made, but not that he gave them the ability to create weapons grade material. I'm guessing folks ought to read the sources they link a little closer to make sure they back up the claims they are being linked to support.
