That bloomberg article quotes the study I mentioned in my longer post.
In said study, researchers looked at data from Lower Saxony, one of sixteen states in Germany, it also says that in the bloomberg article. It would be like carrying out a study in Oregon or Texas and then claiming it represents the US as a whole. This has to be taken into account: the numbers are from Lower Saxony only.
The study says:

This study looks at crime between 1998 and 2016. Generally, crime has been going down considrably in this period of time, however, the year 2016 saw a temporary increase in many categories. The overal trend is still down.
Claiming rape and/or murder went up 10% is not accurate.

 

Saxony being a city that was inundated with one of the largest volumes of migrants - a making it a greater barometer for the migrant crime issue.

And give me sources for your claim that they have a history of downplaying migrant crime.
