When a kid is unaccompanied, and that includes when they show up with a parent who gets arrested for EWI or other crimes, they have to be held by HHS (formerly INS. when you read Flores, insert HHS for INS) and attempted to be returned to a parent or legal guardian. If there are none available, they're held until one shows or cycled into the system or returned to nation of origin if a parent or guardian is there. Here, their parents are being held for EWI and then removed. That is a swift process, and once they're set for removal they can all be held together.
