True is that the USA has no import VAT, but only sales tax as on all goods in each of the 50 states. But true is too, that the import VAT in Germany is not making goods more expensive ... Because it is a so-called continuous item. This means: In the case of the Monthly Sales Tax declaration, each company must state how much VAT it has paid for the purchase and how much it has collected when selling the goods. The difference is then to the financial office to pay, or get one from the financial office, if more than purchased was sold! Tax law is always complicated, but this one is easy to explain and understand ... Example of German car dealer who imports US cars and then sells them in Germany (prices simply in USD instead EUR):
Purchasing value according to Invoice 20,000 USD. This is subject to 10% customs duties = 2,000 USD and 19% import VAT = 3,800 USD.
The dealer now sells the car to a private buyer for $ 40,000, which means 19% VAT (sales tax!) = $ 7.600 have to be added too. The customer therefore gets the car for 47,600 USD!
The car dealer makes his tax return, which is in short: 7,600 USD sales tax / VAT minus 3,800 USD import VAT = payment to financial office is 3,800 USD! And this is the same procedure with business inside Germany too and no difference to foreign business outside the USA!

But there is one difference... for business inside the EU countries, there is no import VAT or sales tax / VAT existing at all if seller and buyer have a valid VAT tax number of their local financial offices!
