We didn't declare war last time we invaded Panama. As a matter of fact we have not declared war since WW2, even though we have found many wars.

Well of course he's not taking economic nor military action off the table. I just wanted to make sure the context you so eloquently ignored, was known to other posters. To expect anyone to start negotiations by taking their leverage off the table is dumb.

I did not ignore anything. Threatening allies with war is not a negotiation, or using leverage, it's a territorial demand and a threat of violence. It's the kind of "negotiation" where you threaten to murder your neighbors family unless they cut your grass for free. Panama is not NATO, but Denmark is. So what happens when one member attacks another? I'm not sure there is a rule for it.
Sure is a rule !!! The NATO Alliance consists of 30 member states from North America and Europe. Article Five of the treaty states that if an armed attack occurs against one of the member states, it should be considered an attack against all members, and other members shall assist the attacked member, with armed forces if necessary.
I don't think there is a rule for the scenario where one member betrays the alliance, and attacks another member.
