They are not capable of anything on their own. Someone with a bump-stock attached to their rifle is capable of the same thing as if they attached a rubber band or a shoestring.
Machine guns made after 1986 are ILLEGAL for the public to own. Bump-stocks were designed and built and sold for ONE single purpose: to facilitate rapid-fire of semi-automatic weapons with minimal effort by the user. they violate the intent and spirit of the NFA's ban and regulation upon machine guns. don't like it? go argue with the US Department of Justice.
To be clear, machine guns are not "illegal" per se, just prohibitively expensive. And, I would agree that the sole purpose of bump stocks is to get around the prohibitive expense of an actual machine gun.
